My own unverifiable theory is that Mueller will not release a report until he can do all he can to cover his butt. If the Q post on the come to Jesus meetings Barr had with Mueller and RR is even close to accurate, they both have a lot to explain. Mueller (based on that Q post) is trying to push the “I was just following orders” defense.
