When Mueller releases his report it will go directly to AG Barr, who then writes his own report after reading Mueller.
Then Barr decides whether and what to release. He is under no law to release either.
I think it was recently or is being sent to Barr today. I saw somewhere that Mueller was meeting with all his staff today.
They must be having a farewell party.
It goes to AG Barr, not the public when released.
