Both talmud versions, babylonian and jerusalem, were written after the destruction of the judean temple at 70ad, after christ's death. All sources say it. It was written as part of the attempts to cope with the roman exile and the fact that the judean religious and cultural center was destroyed.

Assyrians or "ashurim" are decendants of the assyrian nation, an empire that was toppled by the babylonians, in the pre greek and pre persian era.

The language is Aramaic, and it was the international language of the ancient middle east, like english is today. This is the same language with which most of the talmud and many other non torah hebrew and judean sources were written. The Aramaic language reached the judeans through assyrian and aramaic conquests and influence, amvient Hebrew was alwaus considered more of a sacred language used for prayers etc.
