This sounds like the NESARA story. I have looked and looked at the new EO and don't see anything in it about currency/economy/FED. The emergency act statute for the economy has never been used in such a way. I don't know if it's conceivable that it could provide grounds to do so. But this sounds to me like wishful thinking.

Unless someone can show me clearly where in the EO's it specifically talks about the FED.
