Most work in residential new construction is piece work. Contractors will pay by the sq foot, sq yard etc for example drywall. What they’ll do is have one guy on the books (a hefe type) he’ll get paid on company payroll and pay some taxes, but the house he gets paid on had 6-7 guys hanging that rock. So only 1 guy is “paying taxes”
