Also, the "guardrail" that car hit was not the standard permanently installed type. It was a temporary type of fence that would be quick to install and not last long, and it was hard to see in the video. USSS knew the attack was planned and stuck the fence in there specifically to prevent it.
But not beyond the reach of the UCMJ and the SEALs.
