Any Internet Bill of Rights needs to deal with existing laws around "common carrier". If you just play games with flowery language and the first amendment then you WILL FUCK IT UP at least as badly as the net neutrality stuff.
This is not the first time that Congress has dealt with the issue of clarifying what is covered by the first amendment. Real lawyers need to do this, and their work needs to be sponsored by REAL CONGRESSIONAL REPS.
All this talk is a waste of time.
Action is needed to get public support for laws which protect citizen's rights on the new platforms created by Internet technology. This is Job One. Drum up support, get organized, get people (Dems and Republicans) to agree that we need clarity.
Second action is to find congressional sponsors for a bill. You don't need any text for a bill, just the basic idea. Ideally find one Dem and one Repub that will work out the wording and put the bill forward through the usual formal process.
Third, and this is why you need to organize, watch the whole congressional process like a hawk. The enemy will be in there trying to derail it. Don't let them get a moment's peace. Whenever they make a move, you make a countermove. Keep the Congress on track and make all of the Congressional reps aware of the WILL OF THE PEOPLE.
This is how government works.
