Crude analogy: Someone gives away a vehicle with signed title, then wants the government to give it back.

These are voluntary services.
Don't do business with bad actors? They will disappear without users.
The problem I see is that if you enforce this on certain private organizations (FB,Twatter, etc), then door is wide open for government to micro-manage all sorts of private organizations and groups.
