all we can tell is that sesssions presumed/assumed in his letter that huber knoew the scope of the mueller investigation
that could be signficant tho the initial RR appt. letter of SC was public i recall?
however the subsequent scope letter was NOT public and i cant see sessions making such a referral w/o knowing huber had that info
the other interpretation is its just a CYA letter to show sessions passed on the congress complaint to huber
finally of course we do not know what if anything Huber did in response to this letter
