I figure the existence ofthe letter was closely held.
The people who said definitely it didn't exist, misinterpreted the communication the received.
The only person who documented the alleged fact that no order had been given was

So it was all a telegraph chain of info . The actual person in the office who gave the info is not named in this msn account. It was never a formal denial, simply; they made wrong assumptions which is typical.
