Not correct for grand juries. Charges do have to be filed in the jurisdiction the crimes were committed in but that is totally different from a GJ.
Grand Juries are simply assembled to see if enough evidence exists to charge a crime. Period. Full Stop.
If a GJ decides there is enough evidence of a crime, then charges will be filed in the district the crimes were committed in.
