On paper, yes. But when the government knocks down your door claiming you're in violation of [WHATEVER THEY FILL IN THE BLANK], try convincing them that they work for you. Ha!
The 2nd Amendment clearly says my right to keep and bear arms shall not be infringed. Yet the local and state governments do it all the time. If I object to my rights being infringed upon, I get arrested.
So my rights exist on paper only. That's the reality.
