How about "you can't worship at all"? You can "pray" but can't "worship". If found worshiping you will be fined. Repeated violations and you end up in a re-education camp. How about that?

China somewhat has the right idea. Only "somewhat". I don't think they are fining people first though. And they are doing a poor job of "re-educating". Forcing people to drink alcohol is not educational. People may not want to drink alcohol to avoid liver damage or something and not just for religious reasons. And for now I believe their camps are only limited to moslems whereas I am talking about ALL religions.

People can be re-educated/un-brainwashed/whatever you want to call it. It's not impossible.

 

People can be forced to learn about all religions or as many religions as possible. And then in the end, they can be tested to see if they actually learned anything about other religions. If they have learned, they can then be asked which one is the "real" or "correct" one in their opinion. Then they can be released from the re-education camp or whatever depending on their answer.
