HOSTS.txt was the predecessor to DNS.
Before thhe 'net went global, it was a DARPA networking/connectivity project. The HOSTS.txt file was teh first thing you had to download from a central FTP site when you went online.
DNS took HOSTS to the top of the global meshed network that is the 'net, with tiers of subservients DNS servers below this for autonomous propogation.
