Here's something interesting. This UN publication, Principles and Recommendations for Population and Housing Censuses Revision 2, identifies recommendations for a census. Notice, citizenship is a valid question. They don't call it citizenship, instead they speak in terms of foreign born vs. native and usual vs. unusual place of residency and length of residency.

 

I went down this path looking at MAPS as perhaps an acronym for migration. Haven't found the exact acronym yet, but it looks pretty clear that one of the reasons for taking a census is to identify migration paths and rates.
