I don't think it is a what if at all, Cohen pleaded guilty to something that isn't illegal, and then went infront of congress and said basically POTUS is racist, misogynistic con man that to his own knowledge has done nothing illegal.
He told them what they wanted to hear while at the same time exposing Mueller and clearing POTUS of any wrong doing.
