OK, 42USC1983 is brought against STATE ACTORS only. The federal corollary is a BIVENS ACTION. Yes, these are the statutes under which one would sue for the violation of Constitutional rights. Yes, class actions may be brought under both, if certain conditions are met. You can bring one action asserting both 1983 and Bivens if the named defendants include state and federal actors.

You may not proceed pro se (acting on your own behalf/you have no attorney) in Federal Court if you are bringing a class action suit.

Also, if you do sue under 1983 and/or Bivens, be sure to sue each defendant in his, her "official and individual capacity."
