Is he negotiating? Asking for a light/no sentence because of his proximity to/ knowledge of DS bad actors?
NSA and C_A are rival agencies. C_A was doing evil stuff and were concerned that NSA could monitor what they were doing.
Snowden worked for the Clowns. They inserted him inside NSA to steal secrets and then release them to hurt their reputation and force them to shut down some surveillance programs. This partially blinded the NSA so the C_A could continue evil stuff and NSA couldn't monitor them.
Apparently to give the NSA code to the Shadow Brokers, a hacking group based in Russia. They then released it online. Maybe the intent was to make it look like Russian hackers stole the NSA info instead of Snowden stealing it from inside.
In this post Q specifically says that Snowden's mission was to harm the NSA. Before working there a contractor he worked for the C_A.

If I understand correctly, Barlow and Snowden were partners in creating it. The original idea was a secure portal for whistle blowers to send info to Wikileaks.
What Barlow didn't know was that Snowden was a Clown and intercepting whistle blower info. Instead of info safely going to WL it allowed the C_A to ID and 187 whistle blowers.
Then Snowden also used it for the 4am talking points.
