Q's logic holds up. He didn't leave China to go to Russia, he was already at his final destination. Russia was a cover story so they could keep generating the narrative that Russia is harbouring US sabatoge.
Russia was going to be blamed for Iran's nukes and thus be the catalyst for WW3
Ask yourself if it's more likely for John Cusack to visit Snowden in Russia or China? Keep in mind China practically owns Hollywood.
