No sauce mostly feelz, but i'd say mostly white hat himself, kept alive as optics and bait for the blackhats.
His intentions being basically good, he was very useful to them to frame the narrative - Snowden & eventual future whisteblowers, who would need to trust the institutions they would contact.
He might have gotten too close to realizing he was used as such, and then disposed of.
