Exactly this. No penalty of perjury in interviews, multiple cronies allowed in questioning because muh lawyer privilege. And blanket immunity for everyone's cooperation (read: pleading 5th and not remembering).
End it and make it permanent are the same basic thing. It's about not shifting time at all over the course of a year.
