A Mexican cartel has access to heavy machinery without issue, hell they probably have shell construction companies that they use Tom launder their money.
They could easily take down sections of that wall in a couple hours, send a few hundred people over then put that wall back up and none would be the wiser.
You can’t do that with a concrete wall reinforced with steel rebar… just saying…
