NSA is Foreign and Domestic. CIA is suppose to be HUMINT only (foreign)…they steal core competencies from other 3 letter agencies and use them autonomously, most likely to hide shady compartmentalized ops that are not on the up & up.

NSA is bound by Intel Oversight laws and have the same oversight that other agencies have…Congress, IG, etc. Now, do those work…that's debatable…
