Red October maybe referring to Russia Revolution in 1917. Red inferring to Bolsheviks. Bolsheviks led by Lenin, who fought against government reform via economic innovation. (Think like against Trump MAGA vision of strenght via new economic policy).

Lenin was exiled in Germany where he wrote book(s) wrt to overthrowing government.
