Worsts and worse

This is odd and doesn't make sense. "Worse and worse" is a standard phrase but the word "worst" doesn't belong in it. "Worse" means of less value than another thing. "Worst" means of less value than all other things. "Worsts" is the plural form of "worst" and is a word but doesn't make sense here.
