Schiff said evidence in the Stormy Daniels scandal 'militates very strongly in favor of indicting the president'
He said no president should be able to run out the clock on a statute of limitations by remaining in office
Current Justice Department guidelines say a sitting president can't be charged
She said there is 'deeply concerning evidence' of Trump's 'lack of fitness for office'
But he said without Republican buy-in impeachment 'becomes a partisan exercise doomed to failure'
