Lynch could recuse herself, sure. And needed to, after she met with Bill. But she didn't. She just kind of said she'd go along with what her team decided to do. Eventually she said there would be no charges. Has nothing to do with being an attorney; not sure the AG even needs to be an attorney, tbh. Recusing herself in that case would only mean that her deputy would make the decision to charge or not.
