Good way to smuggle things out of the country - have Somalis working as baggage handlers, security guards, janitors, etc. and be able to give anyone access or move contraband without suspicion.

My guess is we're seeing is a slow escalation of corruption being revealed. The general public is subconsciously being prepared for increasing levels of evil shit to be exposed.
