I think it is a "Tenshi", Above/Below strike. Mueller's job is to pursue any and all law violations he finds during his investigation. This is something that many people are being "tribal" about - they fear that Mueller is an agent of the system as are the courts and everything else. As such, having the book thrown at you is a death sentence, especially as a trial-by-media.

 

But if Mueller is simply prosecuting all apparent violations of law, then there really isn't a huge threat to anyone on the President's team who didn't do anything illegal.

 

I have my questions about how three FBI informants were placed into the Trump campaign. If those people were in cahoots with a seditious or treasonous plan coordinating with foreign intelligence operatives…. Well, that would be interesting to know.

 

What is rather telling about all of this is the little scandal about RR wearing the wire. Someone wanted POTUS to freak out and fire RR. Someone wanted influence, control, or a window into what Mueller was investigating.

 

These people are stupid.
