Hilldog could've used several of the programs in Vault 7.
Speaking of Road maps.. there's one called Express Lane with an Exit Ramp time-out so program will shut down if you can't get back.

Chatter is when you find code or markers intruding.. while being hacked. It's not comms.. like a DDos attack its an infiltration. Most of these programs leave traces behind, some are very minimal or hidden well.
C_A clowns definitely could've been hacking NSA and other branches for intel. Kissinger wanted NSA destroyed. Why did they really go after Flynn?
