That is not a crime of itself though.
The magistrate is looking at evidence to prove there was a motive in order to proceed.
Ideals are not actionable crimes, that's like saying jokingly your going to rob a particular bank…it gets robbed by chance…they come after YOU for having that thought.
Intent is a bullshit charge for motive, which is all nothing but evidence.
But court systems have made intent actionable crimes for the sole purpose of gaining revenue.
