That don't look like a surveillance plane to me, Falcon 200 is a nice Jet.

Other interesting things is that the jet parked has a ceremony with a Hi-Ranked Official attending. His is the third vehicle, inback. It has a different plate on it. Also, Security Force dude guarding the entrance.
