They never show you enough 2 figure out the actual way they are manipulating weather. From SoCal across the sw border (w/Mexican installations as well), up from Houston w/ LA & north pulsing, the NEXRAD (& more) systems are inducing EMF into aerosolized atmospheric regions that are inturn susceptible to reactive behavioral patterns. Essentially, they've created an engine that is sucking atmospheric moisture from the Pacific & the Gulf & sending it up the Central Tier. They work installations w/in CONUS 2 further the control the newly created weather system.
