GOP is involved. From reading various articles in the timeframe of Jan 17 this is what I have found:
Dec 11: GOP retreat planned for Jan 17-Important (Sauce 2)
Jan 17: GOP is at Nationals Park in DC for a "staycation"retreat (due to shutdown- yet planned on 12/11)

Jan 17: GOP buses came back from "retreat" SAME EXACT TIME as the House members who were leaving on CODEL (sauce 3)
Jan 23: The Hill puts out a random small article that states the GOP annual retreat is canceled- it was supposed to take place "next week" (Jan 30) at the Greenbriar in WV. No mention at all that they already had their retreat. We already know the retreat was supposed to take place Jan 17, which was planned 12/11/18
TLDR: GOP took off same day as CODEL and returned at the SAME EXACT TIME to the hill
