"A senior FBI agent told Congressional leaders last week that the agency routinely leaked information to the press then used the corresponding stories to help obtain FISA warrants, reports Fox News.
Special Agent Jonathan Moffa made the startling admission while testifying before the House Judiciary Committee last week, telling lawmakers the FBI would use “media reports based on information they leaked” to “justify applications for Foreign Intelligence Surveillance Act warrants.”
“The source told Fox News that Moffa did not specifically confirm the practice of using leaked information to bolster warrant applications was employed with regard to the dossier,” writes Fox News. “But, when pressed by the committees on whether this was common practice at the FBI, Moffa acknowledged the FBI had at least engaged in this activity in other cases.”
“We know that some people at the Department of Justice and the FBI actually gave information to the media, then the stories were reported. Then they used those reports to justify further investigations,” said House Freedom Caucus Chairman Mark Meadows."

Ron Johnson (R-WI) to FBI Director Christopher Wray, which revealed specific edits made by senior FBI agents to Comey's draft after Deputy Director Andrew McCabe exchanged drafts of Comey's statement with senior FBI officials, including Peter Strzok, Strzok's direct supervisor, E.W. "Bill" Priestap, Jonathan Moffa, and an unnamed employee from the Office of General Counsel (identified by Newsweek as DOJ Deputy General Counsel Trisha Anderson) - in what would ultimately decriminalize Clinton's conduct, allowing them to recommend against prosecuting then-candidate Hillary Clinton.

If it's a crime for anyone over the age of 18 to not answer census questions, there is no restriction to citizens. Only "residents", which is equally vague.
Solution: Count both, and apportion representation based on citizens. But you have to count both, or anyone not responding who "resides" in the US is guilty of (another) misdemeanor.
