I think POTUS wants them to remove the law permitting EO's. EO's have been abused long enough. It is better that they do it than he try to do it. It's better optics.

He doesn't need an EO to protect the border. It is his Constitutional duty. He can send all troops and swarm the border with black hawks.

Troops can build whatever defensive barricades they need without approval from congress. And if they are threatened, they can build them on their own initiative with a very low level of command.

This is not about the border, it is now about removing the power from the Presidency to declare EO's to fight their personal wars.
