CAN A SEALED INDICTMENT BE PULLED POST FILING?

Q has asked this question sever times & I haven't seen it answered yet. I think the answer would be NO but that is just a guess.

Here is the only thing I could find. Is this the answer to Q's question?

…“misled or misinformed,” by the government, United States v. Brito, 907 F.2d 392, 394 (2d Cir.1990), or when the history of prosecutorial misconduct is so “systematic and pervasive as to raise a substantial doubt and serious question about the fundamental fairness of the process.

Sorry if already posted or dig done. If the answer is NO then it stands to reason that the indictment could would not decrease at any time during this process no matter who was in charge.

Sessions - Rosenstein - Whitaker - Barr

Indictment count can go up but cannot go down for sealed indictments unless innocence is proven or as per listed reasons in pic related.
