Also, starting to wonder if it is the Huber/Horowitz investigation in that second big box as they haven’t blacked out anything referencing the Mueller investigation.

Look at page, and others. If they can’t talk about it due to Mueller, they don’t black it out. But there would be a case to build if it is blacked out on Huber Horowitz due to the secrecy surrounding them.
