The core isn't a magnet it's iron and produces an electromagnet field. You need the field to collapse and expand repeatedly and very fast. That's how transformers work, they only work on AC. The earth is DC steady state. Now if you could get the earth to oscillate its rotation at 60hz you might tap into it. 6.5B people won't be very happy though.
