Dems are in panic mode because Mueller is the biggest error of oversight they ever made.
Remember, someone had to place Manafort, Flynn, Carter Page, etc in Trump's campaign. Whoever that was, it was treason to work with foreign governments or enemies of the nation to do so.
The assumption was that Mueller could be leveraged and controlled. The assumption was that they would be able to have control over the process and proceedings.
Who has control over Mueller?
See the media. They are all over the place. Does Mueller reccomend indicting Kushner? Does he not? Surely, Barr would act to protect Trump, right? So if the indictment wasn't filed, then Trump is guilty of obstruction?
You can see the narrative they have built, but we already have the answer.

Or perhaps I am an ignorant ass for suggesting it… But when you look at Kushner, it becomes rather obvious what team he was playing on. Granted, one must wonder why he played so well … But perhaps they never thought she would lose, and so never thought to dial back their own operatives.
