The double fake is that RR didn't appoint Mueller for that purpose. That was merely what everyone assumed and of course he couldn't confirm nor deny it. The key is:
"any matters that arose or may arise directly from the investigation" into possible collusion between Trump's campaign and Russia during the 2016 election.
Ahhh! So, wouldn't a FAKE DOSSIER fit into that scope?
Why then did Mueller indict people "close" to Trump? Well, he had to look tough and these people all did commit legit crimes, so there's no moral issue there.

I've long had a theory that this was BAIT by RR to get people like McCabe to make an actionable conspiracy that was fully traceable, trackable, and produced a chain of custody that would be undeniable. Its hard to produce evidence for crime years in the past, but if you can nail them for something immediate, then that opens the door to actually indicating the other crimes as well as now he's fighting from a position of weakness.
