He knew POTUS would Veto. The end goal is to put power back where it belongs, so at some point NE needs to stop.

NE or NEA the National Emergency Act that Congress granted to the Executive branch which bypases Congress and the purse in cases of National Emergencies. (Hurricanes, Tornados, war, and in this case, people storming the border. To me this is a legitimate use where others have not been. Still, Congress needs to limit its use and rewrite this law so another nefarious POTUS doesn't do something terrible with it.
