What Grassley is saying is that it's not right to over ride the President's National Emergency when Congress gave him the power to declare them.

Grassley is saying that if you don't like the NE, then Congress needs to strip the executive of that power outright and not challenge him for using the power given to him.

It's as if he said, if you want to ban guns, then change the constitution and do it right.

Dems don't want to take away NE power, they just don't want DJT to use it.
