Just east of Richmond International Airport. 300+ Acres of building. Built atop a WW2 "decoy city." Engineering/construction was very hush hush for the first couple years. Originally called "Project Echo."

Since Enron has been brought up again, and it's a small world, I will tell you of a rabbit hole with no source but my own.

Right before the Enron Crisis (kek) a company "moved" some computer for Arthur Anderson. They were packed up and moved but nobody knew where or who was doing the unpacking.

The "moving" company was TEXEL, INC (voice and data cabling). Much of their business was with World Bank, Henrico Co. Government, the Red Cross, and random "secluded" data centers. All I can say.
