USanon here, but long-time QRfag. I think when Q posts directly to an International thread, it makes sense that it be added to a special "Q's latest posts" section. Baker can choose whether to do that next bread ofc, but bakers also sometimes ask BO/BV to edit Q drops in to current bread when missed, so that's an option too.
