Nellie Ohr worked at The FARM and is a CIA agent, which the CIA uses to "train" sexual assault sleepers (possibly trained here herself). The training is done via trauma and allows agents to pass polygraphs by identifying mind w/ feelings w/ TARGET INSERTION. Ford seems to have been trained here also, but failed her polygraph test on Kavanaugh. However, a Mueller era FBI agent was giving the test.
Nellie has the special skill of speaking Russian and also applied for a HAM radio license. It just so happens that Snowden may have also been trained at the FARM. He then worked for both the CIA and NSA. It is possible that Nellie was being used to communicate with Snowden, then pass the information back through Bruce.
Nellie may be a plant and that plant was lacking water.
