Haiti is a target for taking children because of poor birth records. The poor give birth at home and never file papers for a birth certificate due to the fees involved. It's easy to take children that don't exist on paper!
He did quite a while back. Prompted me to dig into their birth records. Very few are documented due to poverty. Transportation to the hospital and the hospital costs keep the poor at home for births. Fees for filing keeps the children undocumented.
