I would suspect any and all traffic is not only monitored, but the root DNS has been modified.

I would look for better DNS servers in the region. Any that are beyond the reach of the government. I don't know enough about how those countries are blocking ( if it's just DNS where you cannot find it, then some DNS hacks could resolve any issues). If they are routing all traffic in the region to routers, and those routers are dropping or filtering the packets, then it get's tricky to not use those routers.
