Theory-

POTUS was pressured by Dems to allow the resolution to pass (blocking his WALL) by threatening to indict his children.

AG Barr reviewed the indictments and threw them out (POTUS = free).

POTUS comes out with VETO.

This was all planned and the Dems can do NOTHING to stop it.
