FACT SHEET

U.S. Army Corps of Engineers

Details specific capacities the COE has under certain conditions

https://www.usace.army.mil/Media/Fact-Sheets/Fact-Sheet-Article-View/Article/475476/emergency-response/

Very broad and wide-ranging. Notably, at the end:

"The Corps of Engineers also supports all other Emergency Support Functions conducted under the Stafford Act.

All USACE emergency response work is done in concert with other federal agencies, states and local governments, contractors, and affected industries working together as ONE TEAM."

What's the Stafford Act?

https://www.fema.gov/media-library/assets/documents/15271 (incl. PDF link to document)

Question for anyone who might know - has any kind of declaration been made which declares the human/drug/weapons trafficking over Mexican border to be terrorism? If so, that opens things up considerably. FEMA has extensive powers and comes into play at that point.

This analysis of the Corps of Engineers' abilities under the Stafford Act is fantastic:

If an anon has more knowledge/experience with the Corps of Engineers and/or FEMA, or the Stafford Act, please correct or add details. Thanks.
